In its latest Express Entry Draw, Immigration, Refugees, and Citizenship Canada (IRCC) has issued 400 Invitations to Apply (ITAs) to candidates in the Canadian Experience Class (CEC). Held on November 13, this Express Entry Draw required a minimum Comprehensive Ranking System (CRS) score of 547—the highest cutoff for a CEC-focused Express Entry Draw this year.

Second November Express Entry Draw Follows New Plan

This Express Entry Draw is the second of November, following a Provincial Nominee Program (PNP)-aligned Express Entry Draw on November 12, where 733 candidates were invited. The recent Express Entry Draws align with Canada’s updated immigration targets under the Immigration Levels Plan for 2025, which aims to welcome 124,680 Express Entry candidates next year.

Candidates who received ITAs in today’s Express Entry Draw will be part of next year’s admissions target, contributing either to the In-Canada Focus or Federal Economic Priorities categories.

Impact of In-Canada and Economic Priority Targets

The new In-Canada Focus target of 82,980 permanent residents will impact temporary residents living in Canada, accounting for 40% of economic immigration admissions for 2025. Many of these candidates will be selected through the CEC or PNP streams in future Express Entry Draws.

Additionally, the Federal Economic Priorities target of 41,700 permanent residents includes candidates across all Express Entry programs who meet labor demands in sectors such as healthcare and trades or fulfill language targets, including French language proficiency, in provinces outside Quebec.

How Express Entry Draws Work

Express Entry Draws are part of Canada’s online immigration management system, which oversees applications for three economic immigration programs: the Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), and Federal Skilled Trades Program (FSTP). Candidates in these programs are ranked by the Comprehensive Ranking System (CRS) based on factors such as age, education, language skills, and work experience.

Candidates may also earn additional CRS points for criteria like having a sibling in Canada, Canadian work experience, or applying through a PNP-enhanced Express Entry Draw stream, which can grant an extra 600 points—virtually guaranteeing an invitation to apply.
