What is NLPNP Express Entry?

NLPNP Express Entry is the enhanced, Express-Entry-aligned side of the Newfoundland and Labrador PNP, and the Express Entry Skilled Worker stream is its employer-driven route. It is built for skilled workers who already hold a permanent, full-time job offer from an eligible Newfoundland and Labrador employer and an active profile in IRCC's federal Express Entry pool.

Because it is an enhanced stream, a provincial nomination adds 600 CRS points to your Comprehensive Ranking System score. That lifts most nominated profiles well clear of recent general draw cut-offs, although the Invitation to Apply itself is issued by IRCC, not the province. Newfoundland and Labrador runs the NLPNP to grow its population and fill labour shortages its employers cannot fill locally, and skilled workers in health care, construction, technology, aquaculture and the trades sit at the centre of that effort.

Two NLPNP-wide features shape this Newfoundland job offer PR route. Missing even one can sink an otherwise strong file: an offer outside TEER 0 to 3, a language result a single band short, an expired Educational Credential Assessment, or no live Express Entry profile at the moment of nomination. Two of those rows carry more weight than candidates expect. How the enhanced stream compares to the base Skilled Worker stream

Both NLPNP skilled-worker routes require a Newfoundland and Labrador job offer, but the mechanics diverge in ways that shape your whole timeline. The Express Entry Skilled Worker stream is enhanced: it needs an Express Entry profile, is limited to TEER 0 to 3, and pays off with 600 CRS points. The base Skilled Worker stream accepts any TEER level and needs no Express Entry profile, but a nomination leads to a separate paper application to IRCC rather than CRS points.

Atlantic Canada runs several comparable enhanced streams, so it is worth knowing the neighbours. New Brunswick, for example, operates the New Brunswick Express Entry Labour Market stream, which pairs a provincial job offer with a federal profile in much the same way. How to apply for NLPNP Express Entry, step by step

How you apply for NLPNP Express Entry changed on February 19, 2025. You can no longer apply directly to most streams. Instead you submit an expression of interest (EOI)through the province's online portal, and Newfoundland and Labrador invites the candidates it wants to nominate. The first task, then, is building a strong EOI profile, and for this stream, having your federal Express Entry profile live before you file.

   Secure a TEER 0 to 3 NL job offer

   Obtain a permanent, full-time job offer in a TEER 0 to 3 occupation from an eligible Newfoundland and Labrador employer, and check the NOC code matches the duties you will actually perform.

   Create your Express Entry profile

   Qualify for and submit a federal Express Entry profile (Federal Skilled Worker, Canadian Experience Class or Federal Skilled Trades) so a nomination's 600 CRS points can attach to it.

   Test language and gather documents

   Take an approved English or French test, obtain an Educational Credential Assessment for foreign credentials, and collect job-offer letters, reference letters, pay records and proof of settlement funds.

   Submit your EOI

   File your expression of interest through the province's portal. It stays valid for 12 months while Newfoundland and Labrador runs its invitation rounds.

   Receive an invitation and apply

   If invited, you have 60 days to submit a complete nomination application with its supporting documents. The province publishes no standard processing time, so that 60-day deadline is the one date you control.

After nomination: what happens at the federal stage

A provincial nomination certificate is not permanent residence. It is the province telling IRCC that it wants you, and the federal department still runs its own assessment. You accept the nomination inside your Express Entry account, the 600 points appear on your score, and you wait for the next general round of invitations. IRCC currently allows 60 days to submit the complete electronic application after an Invitation to Apply. Your invitation letter states that deadline, and IRCC publishes it on canada.ca.

The federal application itself asks for a familiar set of items: proof of the work experience claimed in the profile, language results, the credential assessment, police certificates from every country where you have lived for six months or more since the age of 18, an immigration medical examination from a panel physician, and biometrics. Your profile must stay accurate throughout, because a change in your job, your family composition or your test results between nomination and decision has to be reported. Once IRCC approves the application, you receive confirmation of permanent residence and land in Newfoundland and Labrador, where the nomination was granted on the understanding that you intend to settle.
